Here\u2019s what we believe we know so far:<\/p>\n<ul data-start=\"306\" data-end=\"1621\">\n<li data-start=\"306\" data-end=\"395\">\n<p data-start=\"308\" data-end=\"395\"><strong data-start=\"308\" data-end=\"323\">Tax on Tips<\/strong>: Allows workers to deduct a portion of tip income from federal taxes.<\/p>\n<\/li>\n<li data-start=\"396\" data-end=\"455\">\n<p data-start=\"398\" data-end=\"455\"><strong data-start=\"398\" data-end=\"424\">Deduction Limit (Tips)<\/strong>: Capped at $25,000 per year.<\/p>\n<\/li>\n<li data-start=\"456\" data-end=\"559\">\n<p data-start=\"458\" data-end=\"559\"><strong data-start=\"458\" data-end=\"478\">Phase-Out (Tips)<\/strong>: Phased out for individuals earning over $150,000 ($300,000 for joint filers).<\/p>\n<\/li>\n<li data-start=\"560\" data-end=\"1073\">\n<p data-start=\"562\" data-end=\"1073\"><strong data-start=\"562\" data-end=\"583\">Exclusions (Tips)<\/strong>: Notably, \u201cthe performing arts\u201d are reportedly excluded from claiming the tip deduction. As one source notes: \u201cAs was the case in the House bill, the Senate bill provides that workers in certain specified businesses are not eligible for the tip deduction.\u201d This is one of the most backwards tax provisions I\u2019ve seen\u2014when most people think of tipped workers, musicians and performers are among the first that come to mind, yet they are apparently excluded from benefiting under this bill.<\/p>\n<\/li>\n<li data-start=\"1074\" data-end=\"1160\">\n<p data-start=\"1076\" data-end=\"1160\"><strong data-start=\"1076\" data-end=\"1099\">Tax on Overtime Pay<\/strong>: Provides a temporary tax deduction for overtime earnings.<\/p>\n<\/li>\n<li data-start=\"1161\" data-end=\"1251\">\n<p data-start=\"1163\" data-end=\"1251\"><strong data-start=\"1163\" data-end=\"1193\">Deduction Limit (Overtime)<\/strong>: Capped at $12,500 per year ($25,000 for joint filers).<\/p>\n<\/li>\n<li data-start=\"1252\" data-end=\"1329\">\n<p data-start=\"1254\" data-end=\"1329\"><strong data-start=\"1254\" data-end=\"1278\">Phase-Out (Overtime)<\/strong>: Same phase-out thresholds as the tip deduction.<\/p>\n<\/li>\n<li data-start=\"1330\" data-end=\"1391\">\n<p data-start=\"1332\" data-end=\"1391\"><strong data-start=\"1332\" data-end=\"1344\">Duration<\/strong>: These provisions expire at the end of 2028.<\/p>\n<\/li>\n<li data-start=\"1493\" data-end=\"1621\">\n<p data-start=\"1495\" data-end=\"1621\"><strong data-start=\"1495\" data-end=\"1503\">Cost<\/strong>: The Congressional Budget Office estimates the bill would increase the deficit by nearly $3.3 trillion over 10 years.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1623\" data-end=\"1864\">While marketed as relief for workers, these deductions are temporary, skew toward higher earners, exclude some of the workers who rely on tips the most, and add significantly to the deficit without addressing long-term fiscal sustainability.<\/p>\n<p>ADDENDUM: The \u201cNo Tax on Tips\u201d Gimmick: A Con Disguised as Help for Workers<\/p>\n<p>People celebrating this \u201cno tax on tips\u201d gimmick don\u2019t realize how it actually works\u2014and why it will cost most workers money rather than save it.<\/p>\n<p>Under the new law, the \u201cno tax on tips\u201d provision only applies if you itemize your deductions instead of taking the standard deduction, which is currently over $15,000 for individuals and more for joint filers. Most low-wage workers don\u2019t itemize because they don\u2019t have enough deductions to make it worthwhile. If they chose to itemize just to claim untaxed tips, they would lose the value of the standard deduction, which would often wipe out any potential savings or even leave them paying more in taxes.<\/p>\n<p>There\u2019s also a $25,000 cap on the untaxed tip deduction, making it useless for higher earners who would see their deduction phased out while also losing the standard deduction. Meanwhile, billionaires, gig workers, and others who can restructure their income streams could still exploit this loophole by reclassifying payments as \u201ctips.\u201d They could claim advisory fees, bonuses, or \u201cconsulting payments\u201d as tips, reducing their taxable income to zero while still leveraging the infrastructure, programs, and services funded by taxpayers.<\/p>\n<p>In reality, the \u201cno tax on tips\u201d provision is a clever marketing tool designed to mislead voters into thinking it helps workers while draining revenue from Medicare, Social Security, education, and infrastructure\u2014programs these same workers rely on. At the same time, it creates a backdoor tax shelter for those who know how to manipulate the system, exacerbating inequality and deepening the deficit.<\/p>\n<p>If lawmakers truly wanted to help workers, they could increase the minimum wage, strengthen wage theft enforcement, and expand the Earned Income Tax Credit\u2014actions that would put real money into workers\u2019 pockets without jeopardizing their access to essential services. Instead, the \u201cno tax on tips\u201d gimmick is another bait-and-switch policy, disguised as populism while serving wealthier interests in the background.<\/p>\n<p>It\u2019s not a gift to workers.
